Robert has 25 years of experience in urban planning, land development, government relations and policy development. He is recognised as one of the top professionals in these fields and has helped his clients successfully manage high profile, contentious and sensitive issues related to the land development industry involving public and media scrutiny. Founding Tactica in 2015, Robert has successfully secured residential, commercial and industrial development approvals for land owners, developers and State and Local governments.

Robert holds a Bachelor of Environmental Studies, Honours Co-op, Urban and Regional Planning from the University of Waterloo in Canada and has accepted a number of awards and honours including:

The Daniel Burnham Award for a Comprehensive Plan from The American Planning Association.

Canadian Institute of Planners Award for Planning Excellence in the category of Re-Urbanisation.

The Gertler Award of Distinction from the Ontario Professional Planners Institute.

Robert also holds the Registered Planner designation (RPIA) from the Planning Institute of Australia (PIA).

Tim is an experienced town planner, with over 16 years industry experience in both private and public practice. His experience extends across 3 States (QLD, NSW and WA) and has a Bachelor of Urban and Regional Planning from the University of New England.

Tim is approachable, known as a problem solver, innovator and is outcome driven. He has extensive development expertise focusing on a wide variety of projects types including (but not limited to):

Subdivisions;
Residential developments;
Commercial developments;
Industrial developments;
Community developments; and
Signage

Tim is passionate about improving the quality of both the natural and built environment, regardless of a project’s requirements or size.

Tim is also an accredit Risksmart consultant with Logan City Council and the City of Gold Coast.

Justin Collofello - Senior Town Planner

Justin is an experienced strategic planning and development assessment professional with 23 years’ experience working in South East Queensland. He has extensive experience working at both City of Gold Coast Council and Brisbane City Council to prepare amendments to planning schemes and assess development applications for a wide range of development types.

Recent achievements at City of Gold Coast Council include preparing a major amendment to the Southport PDA Development Scheme to include a Special Entertainment Precinct and to provide opportunity for micro-breweries.

Justin was responsible for progressing the Investigation Area Program at City of Gold Coast Council to plan for new greenfield growth opportunities. He was also responsible for providing City of Gold Coast Council strategic planning policy advice on the most complex development applications received.

Justin has a Bachelor of Built Environment (Urban and Regional Planning) and Graduate Diploma in Urban and Regional Planning from Queensland University of Technology. Other qualifications include an Associate Diploma in Project Management from Chiefly School of Business and a Certificate in Engagement from the International Association of Public Participation (IAP2) Australia.

Quinn Norrie

Quinn was awarded a Bachelor of Urban & Environmental Planning from Griffith University in 2013 and is a qualified town planner with a mixed array of community and business practice to support his experience working with South East Queensland planning projects. Prior to joining the Tactica team, Quinn was immersed in project management where he developed a thorough understanding on government procurement processes, quality assurance and corporate environmental management systems.

Quinn brings to the table a wealth of understanding in operational management systems and auditing to provide a diverse perspective into planning that considers the most favourable and feasible outcomes for projects he is involved with. Quinn is highly motivated, personable, friendly and ready to unravel the many complexities of planning with his indomitable focus on detail.
